มฟล. นำเสนอ “Flood Eye” นวัตกรรมอัจฉริยะรับมืออุทกภัยต่อรองนายกรัฐมนตรี ตอกย้ำการขับเคลื่อนงานวิจัยควบคู่บริการวิชาการเพื่อสังคมอย่างยั่งยืน

เมื่อวันพุธที่ 7 ตุลาคม 2569 ผู้ช่วยศาสตราจารย์ณัฐพล รังสฤษฎ์วรการ อาจารย์ประจำสำนักวิชาการจัดการ และหัวหน้าศูนย์วิจัยการจัดการโลจิสติกส์ภัยพิบัติแบบบูรณาการ (DIS-LOG) เป็นผู้แทนมหาวิทยาลัยแม่ฟ้าหลวง (มฟล.) เข้าร่วมงานแถลงข่าวและพิธีส่งมอบนวัตกรรม “รับมือภัยน้ำ ด้วยวิจัยและนวัตกรรม : รู้ทัน บรรเทา เยียวยา ฟื้นฟู” จัดโดยสำนักงานการวิจัยแห่งชาติ (วช.) ณ ศูนย์ส่งเสริมการวิจัยเพื่อมรดกทางวัฒนธรรม อาคาร วช.8 โดยได้รับเกียรติจากศาสตราจารย์ ดร.ยศชนัน วงศ์สวัสดิ์ รองนายกรัฐมนตรี และรัฐมนตรีว่าการกระทรวงการอุดมศึกษา วิทยาศาสตร์ วิจัยและนวัตกรรม (อว.) เป็นประธานในพิธี

ในโอกาสนี้ ผู้ช่วยศาสตราจารย์ ณัฐพล รังสฤษฎ์วรการ ได้ร่วมเสวนาแลกเปลี่ยนมุมมองเกี่ยวกับบทบาทของงานวิจัยและนวัตกรรมในการยกระดับการบริหารจัดการภัยพิบัติ พร้อมนำเสนอ “Flood Eye” แพลตฟอร์มอัจฉริยะเพื่อการเฝ้าระวัง ประเมิน และพยากรณ์ความเสี่ยงอุทกภัยเชิงพื้นที่ ซึ่งพัฒนาโดยคณะนักวิจัยมหาวิทยาลัยแม่ฟ้าหลวง ต่อศาสตราจารย์ ดร.ยศชนัน วงศ์สวัสดิ์ โดยนำเสนอแนวคิดและศักยภาพของนวัตกรรมในการเปลี่ยนข้อมูลสถานการณ์น้ำที่กระจัดกระจายให้เป็นข้อมูลเชิงพื้นที่ที่นำไปใช้สนับสนุนการตัดสินใจได้อย่างเป็นระบบ นอกจากนี้ ยังได้รับมอบประกาศนียบัตรด้านการนำผลงานวิจัยและนวัตกรรมไปใช้ประโยชน์เพื่อสังคม สะท้อนถึงความมุ่งมั่นในการผลักดันองค์ความรู้จากมหาวิทยาลัยสู่การแก้ไขปัญหาในพื้นที่จริง

Flood Eye ได้รับการพัฒนาภายใต้แนวคิดการเปลี่ยนข้อมูลให้เป็นเครื่องมือสนับสนุนการตัดสินใจ (Data-Driven Decision Support) ผ่านการบูรณาการข้อมูลจากหลายแหล่ง ทั้งปริมาณน้ำฝน ระดับน้ำ เรดาร์ตรวจอากาศ เครือข่ายเซนเซอร์อัจฉริยะ Flood Boy ข้อมูลภูมิประเทศ และประวัติการเกิดอุทกภัย เพื่อวิเคราะห์สถานการณ์และประเมินความเสี่ยงเชิงพื้นที่ โดยมีจุดเด่นสำคัญคือการพัฒนาฟังก์ชัน “Flood Village Profile” ที่มุ่งยกระดับการวิเคราะห์ความเสี่ยงให้ละเอียดถึงระดับหมู่บ้าน ช่วยให้หน่วยงานภาครัฐ องค์กรปกครองส่วนท้องถิ่น และชุมชน สามารถเข้าถึงข้อมูลที่เกี่ยวข้องกับพื้นที่ของตนเอง เพื่อประกอบการเฝ้าระวัง วางแผนรับมือ และกำหนดแนวทางลดผลกระทบจากอุทกภัยได้อย่างตรงจุดและทันท่วงที

การเข้าร่วมงานและนำเสนอนวัตกรรมในครั้งนี้ นับเป็นอีกหนึ่งก้าวสำคัญของมหาวิทยาลัยแม่ฟ้าหลวงในการขับเคลื่อน “งานวิจัยควบคู่การบริการวิชาการเพื่อสังคม” โดยมุ่งเปลี่ยนองค์ความรู้และเทคโนโลยีจากกระบวนการวิจัยให้เป็นนวัตกรรมที่สามารถนำไปใช้ประโยชน์ได้จริง ตลอดจนเชื่อมโยงความร่วมมือระหว่างมหาวิทยาลัย หน่วยงานภาครัฐ และชุมชน เพื่อร่วมกันพัฒนาแนวทางจัดการภัยพิบัติที่ตอบโจทย์บริบทของพื้นที่ ทั้งยังตอกย้ำบทบาทของมหาวิทยาลัยในการเป็นกลไกขับเคลื่อนการพัฒนาเชิงพื้นที่ผ่านงานวิจัยและบริการวิชาการที่สร้างคุณค่าต่อสังคม เสริมสร้างความเข้มแข็งให้แก่ชุมชน และนำไปสู่การยกระดับคุณภาพชีวิตอย่างยั่งยืน

Assistant Professor Nattaphon Rangsaritvorakarn, a school member of the School of Management and Head of the Integrated Disaster Logistics Management Research Center (DIS-LOG), represented Mae Fah Luang University (MFU) at the press conference and innovation handover ceremony entitled “Tackling Flood Disasters through Research and Innovation: Anticipation, Mitigation, Relief, and Recovery.” The event was organized by the National Research Council of Thailand (NRCT) at the Cultural Heritage Research Promotion Center, NRCT Building 8. The ceremony was presided over by Professor Dr.Yodchanan Wongsawat, Deputy Prime Minister and Minister of Higher Education, Science, Research and Innovation (MHESI).

 

During the event, Assistant Professor Nattaphon participated in a panel discussion highlighting the role of research and innovation in advancing disaster risk management. He also had the opportunity to present “Flood Eye,” an intelligent platform for spatial flood monitoring, risk assessment, and forecasting, developed by a research team from Mae Fah Luang University, directly to Professor Dr. Yodchanan Wongsawat. The presentation demonstrated the platform's potential to transform fragmented flood-related data into integrated, location-specific intelligence that supports systematic and evidence-based decision-making. In recognition of the University's contributions to applying research and innovation for societal benefit, he also received a certificate of recognition for the social application of research and innovation, reflecting MFU's commitment to translating academic knowledge into practical solutions for real-world challenges.

Flood Eye has been developed based on a Data-Driven Decision Support approach, integrating multiple sources of information, including rainfall measurements, water levels, weather radar, data from the Flood Boy intelligent sensor network, topographic characteristics, and historical flood records. These datasets are analyzed to support spatial flood risk assessment and situational awareness. A key feature of the platform is “Flood Village Profile,” which aims to enhance flood risk assessment at the village level. This capability enables government agencies, local administrative organizations, and communities to access location-specific information, strengthen monitoring and preparedness, and develop targeted strategies to reduce flood impacts through more informed and timely decisions.

MFU's participation in this national event marks another significant step in advancing its commitment to integrating research excellence with academic services for societal benefit. By translating scientific knowledge and technological advancements into practical innovations, the University seeks to strengthen collaboration among academic institutions, government agencies, and local communities in addressing complex disaster management challenges. This initiative further reinforces Mae Fah Luang University's role as a driving force in area-based development, promoting research-driven solutions, strengthening community resilience, and generating meaningful and sustainable social impact.
